Zanzibar Reps urge good governance

MEMBERS of the Zanzibar House of Representatives (Reps) on Wednesday criticized the government for failure to involve unions in preparation of the bill for public service reforms.

"We must show in practice good governance which includes involving stakeholders in writing laws.

"This is also contrary to the ILO regulations," said Mr Makame Mshimba Mbarouk (CCM-Kitope) at the beginning of the debate on the bill for Public Service Act of 2011.

The bill was moved by the Minister of State in Zanzibar President's Office (Public Service and Good Governance), Mr Haji Omar Kheir.

Mr Mshimba said that ignoring workers opinion through their unions was a weakness in implementation of good governance.

He asked the minister to seek audience with the Zanzibar Trade Union Congress (ZATUC) to show that the government was still close to workers.

Mr Salmin Awadhi Salmin said during the debate that the proposed law should also set conditions to some civil servants who never go on leave.

"The proposed law is good, but there is no clause on workers who never go on leave. Some have been serving ten years or more without applying for a leave, this is unacceptable!" Salmin said.

Moving the bill, the minister said it seeks to provide for major changes especially in the structure and decision making of judiciary services, House of Representatives, civil service and special departments.

"It also proposes to establish the public service commission as an apex body which shall be independent and autonomous body in terms of accountability, holding assets and liabilities, budget, recruitment of staff and operations," Minister Haji noted.

In his speech at the climax of the Revolution anniversary on January 12, this year, President Ali Mohammed Shein promised that his government would have the new law on public service designed to boost efficiency at work places.
