 GNU faults union constitution

THE 10th amendment of the Zanzibar constitution that led to the creation of Government of National Unity (GNU) has arguably revealed flaws in the Union constitution, the House was told yesterday.

The Minister for Constitution and Legal Affairs Mr Abubakar Khamis Bakar said Zanzibar does not need permission to amend its constitution.

"Zanzibar has a constitution. It does not need approval from the Union constitution to make any changes," Mr Abubakar said when answering Mr Ussi Jecha Simai (CCM - Chaani) and Mr Salmin Awadhi Salmin (CCM - Magomeni).

The minister emphasized that the Union constitution has a lot of weaknesses that needs immediate amendment for a stronger Union between Zanzibar and the Mainland.

"A requirement (before Zanzibar's 10th amendment) for Zanzibar president to consult the Union president when deciding administrative boundaries or appointing regional commissioners, was one of the problems, the minister said.
